Job Summary:

Per statute, the State Land Commissioner serves as the State Cartographer. The State Land Commissioner delegates responsibility to the Deputy State Cartographer/Senior GIS Analyst for managing Statewide GIS activities and working with a wide variety of organizations from different sectors including state agencies, local governments, Federal Agencies, and private organizations. Under the guidance of the agency CIO, the incumbent also manages and supports the Arizona Geographic Information Council (AGIC) along with its workgroups, and committees. AGIC brings GIS professionals together from Federal, State, and local agencies to collaborate on data, best practices, initiatives, and more. The Deputy State Cartographer represents Arizona at the National States Geographic Information Council (NSGIC). Under the guidance of the agency’s Information Section and Resource Analysis Division (IS/RAD) Director, this Deputy State Cartographer / Senior GIS Analyst position will fulfill the role of the State Cartographer.


The Deputy State Cartographer will also support related critical GIS activities of ASLD. These include, but are not limited to, creating cartographic products, training users, designing applications, obtaining and processing data, analyzing spatial data, serving as the point of contact for State level GIS support, overseeing and administering AZGeo, the statewide geospatial clearinghouse, and creating agreements to secure funding to support AGIC and AZGeo.


MAJOR RESPONSIBILITIES





  • Assist in the development, maintenance, and promotion of high-quality geographic data, information, technology, and governance throughout the state. Assist in geographic data governance and GIS Community of Practice. Participate in geographic data collection, development, visualization, and publishing including from and to state and federal agencies, municipalities, and other entities. Create and promote GIS services, including aerial imagery, elevation, and parcel information. - 25%

  • Collaborate with AGIC to create and enforce geospatial data standards, guidelines, and procedures. Support economic development efforts through the availability of geographic data. Foster collaboration with state agencies, municipalities, and other State entities for data sharing and integration. Support the availability and accessibility of geographic data to advance key initiatives. Assist AGIC in developing a measurable and achievable strategic plan - 25%

  • Act as an advisor to the Land Department’s IS/RAD Director and the Department’s executive management team. Advise the Executive Staff on geospatial data and systems. Forge strong partnerships with department directors, Agency Information Officers, departmental CIOs, and executive staff to advance AGIC’s agenda and initiatives. -10%

  • Design cartographic products following best practices and community standards and guidelines.- 5%

  • Provides direction and assistance for junior staff and other users of GIS systems. - 5%

  • Applies the principles, theories, and concepts of the Arizona Management System; actively participates in daily group huddles and huddle board updates; continually identifies areas for process and quality improvement adhering to established standard work and procedures.

Knowledge, Skills & Abilities (KSAs):

Knowledge



  • Extensive working knowledge of GIS systems, spatial data, database systems, coordinate systems, and development platforms.

  • Knowledge of statewide IT, Data, and Security policies

  • Knowledge of open meeting laws


Skills



  • Skill with related software such as meeting software, Microsoft Office, Google workspace

  • Strong customer service communication and relationship skills. (active listener, clear, honest, strong verbal and written communicator, and good note-taking skills)

  • Skill in writing advanced technical documentation

  • Skill in creating and manipulating GIS data sets

  • Skill in relating data to answer specific advanced spatial questions

  • Skill in both web and desktop-based GIS software including ArcGIS Pro, ArcGIS Online, ArcGIS Hub, Story Maps, and Experience Builder.

Selective Preference(s):




  • A Bachelors or Masters degree in geography, computer science, information systems, or related field;

  • 5 or more years in GIS or related business/industry;

  • 2 to 3 years of leadership responsibility managing multiple projects;

  • Experience in establishing standard processes and managing/achieving key performance metrics.










Pre-Employment Requirements:



This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:




  • Positions in this classification participate in the Arizona State Retirement System (ASRS).

  • Participation is a mandatory condition of employment for all employees who meet the eligibility and membership criteria as defined in statute.

  • Enrollment eligibility will become effective after 27 weeks of employment.

  • The current contribution rate is 12.27%.
