Job Description
Basic Purpose
Under the supervision of the Oklahoma Tourism and Recreation (OTRD) Federal Programs Manager, the Geographic Information Systems (GIS) Specialist will provide support for the Land & Water Conservation Fund program and Oklahoma State Parks to map and record park boundaries and create and maintain datasets in the GIS database.
Typical Job Duties
- Handle or coordinate data entry, compile and/or convert digital data as necessary.
- Analyze spatial and attribute data using GIS software, and display data using maps and reports.
- Create, maintain, and update databases using GIS, and other software; develop and maintain links between various databases.
- Manage multi-faceted GIS projects both independently and as a member of a team(s).
- Conduct mapping research, in the field and in the office, to resolve conflicting information and ensure the accuracy of the data; verify map information and make changes as deemed appropriate according to the needs of the project.
- Stay informed and proficient in skill levels as new technologies emerge.
- Provide technical support and assist in training others in the fundamentals of GIS and related subjects and skills.
- Maintain GIS-related documentation and procedures.
- Regularly advise supervisor and other project team members on the status of projects, and progress toward meeting all deadlines.
- Design, program, or model GIS applications or procedures.
- Maintain GIS web applications and spatially enabled management systems.
- Accurately observe, record, and analyze scientific data using commonly accepted scientific and statistically reliable techniques.
- May include additional duties as required.
Minimum Qualifications
- Bachelor’s Degree in Geographic Information Systems (GIS), Geography, Cartography, Computer Science or related field.
- Valid driver’s license and the ability to use department-issued vehicles and travel alone to complete GIS fieldwork.
- Strong computer skills and the ability to adapt to department-issued windows based computers, software, and office equipment.
- Strong knowledge of ArcGIS Apps including ArcGIS Server, Portal, and Online (AGOL)
- Ability to work with IT personnel to maintain GIS server networks and applications.
- Ability to work in a professional and courteous manner with a variety of people including the public and colleagues from other agencies.
- Lift and carry standard GIS equipment and supplies up to 25 pounds.
Preferred Qualifications
- Experience with the administration of GIS server networks and applications
- Experience with ArcGIS Database Management practices and developing ESRI-based apps using JavaScript.
- Ability to exercise good judgment in analyzing situations and making decisions in collecting and evaluating information.
- Ability to present information clearly and concisely.
- Ability to use inductive reasoning and analytical thinking skills.
