WHAT YOU WILL BE DOING HERE AT TEAM RC

The Position

Team RC is looking for a forward thinking, customer-oriented individual to fill the position of GIS Specialist. Under general direction, the GIS Specialist performs data entry, produces maps and reports, provides technical guidance on all geographic information systems products, and performs other related duties as required. 

The Department of Innovation and Technology (DoIT)

DoIT delivers its solutions with exceptional customer service to all, including City departments, residents, business partners, and visitors. DoIT is comprised of a team that works collaboratively and is continually innovating with a goal to connect the City and the community, engage citizens, improve business processes, and deliver efficient and effective services while being responsive to the needs of our customers. 

Examples of Essential Duties and Responsibilities

Performs data entry and editing to update geographic information system databases. Creating reports, mapping products, and tabular information. Digitizes documents, plans, drawings, and other material into geographic information system. Prepares mapping product documentation and training materials. Writes program scripting and expressions using Python or Arcade for desired tasks within the geographic information system. Performs flight operations with drone equipment based on project requirements. Assist in the implementation and deployment of GIS services. Maintains and administers users, groups, data, and permissions in ArcGIS platforms. Determines and evaluates user needs, designs data models, coordinates interaction with existing data, and establishes data entry methods. Serves as a technical resource and provides technical guidance and training to GIS staff and other city users. Responds to inquiries from other City staff and outside agencies regarding GIS data available and the types of maps produced. Attends meetings, conferences and seminars and participates in discussions regarding GIS, applications, and systems.

ARE YOU QUALIFIED

Education and/or Experience: 

Graduation from high school, supplemented by courses in GIS, geography, engineering, computer science, environmental science, or related field: Three year of work experience using GIS, or any combination of training and experience that provides the desired knowledge and abilities; An Associates or Bachelor's degree in GIS, geography, engineering, computer science, environmental science, or a related field is highly desirable.

Knowledge, Skills and Abilities:

The ideal candidate for this position will have knowledge and/or experience in the following: 

  • Knowledge in ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and mobile GIS. 
  • Understanding of ArcGIS platform administration, web maps, web applications, etc. 
  • Understanding of application programming using Python and Arcade. 
  • Ability to analyze and define requirements for mapping projects and perform data entry using multiple reference documents and plans. 
  • Knowledge of geodatabase concepts, relational databases, and ability to perform updates to data using versioned editing workflows. 
  • Knowledge and experience with engineering plans, parcel and tract maps, landscape architecture plans, and digital cadastral drawings. 
  • Knowledge and experience with ESRI Utility Network.
  • Ability to obtain or currently possess an FAA Part 107 Unmanned Aerial System license to perform drone flight operations.

 Understanding of the terminology, methods, practices, techniques of: GIS, cartography, GPS, engineered drawings, land records, digitizing, data collection, input methods, data modeling, and modern mapping procedures. 

Understanding of system administration, quality assurance and control, principles and practices of geographic information systems platforms.  

Ability to plan, understand, evaluate and translate needs in the following: relate user requirements to existing technology, policies and priorities, technology and services, operating practices and procedures, equipment requirements, clear and concise records, reports and other written materials, exercise judgment within policy guidelines, establish and maintain effective relationships with staff, contractors, vendors and others encountered in the course of the work, communicate clearly and effectively, both orally and in writing. Candidates must work well with city staff and foster positive work relationships.

Special Requirements: 

  • Possession of or ability to obtain an appropriate California driver's license and a satisfactory driving record.

  • Possession of or the ability to obtain a FAA Part 107 Unmanned Aerial Systems license within 6 months from date of hire.

 PHYSICAL DEMANDS

Frequent standing and sitting. Dexterity and coordination to handle files and single pieces of paper; occasional lifting of items weighing up to twenty-five pounds such as files, stacks of paper, reference and other materials.  Moving from place to place within the office and outside; some reaching for items above and below desk level.  Strength, dexterity, coordination and vision to use computer equipment, mobile devices, and drones for prolonged periods.

 WORKING CONDITIONS

Generally clean work environment with limited exposure to conditions such as dust, fumes, odors or noise.   Computer equipment is used on a daily basis.

RECRUITMENT SCHEDULE:

Department Interview: Tuesday, March 4, 2025.
