PUPROSE OF POSITION:
- The Engineering Inspector/GIS Coordinator ensures that subdivision developments are in compliance with Town plans and ordinances.
- Assist Utility Director in mapping all utilities and infrastructure.
ESSENTIAL FUNCTIONS:
- Conducts field inspections of development projects during construction to ensure compliance with approved plans and Town regulations.
- Prepares inspection reports detailing observations made during inspections.
- Communicates various Town Ordinances and development requirements to developers, engineers and contractors.
- Ensures that plans are implemented as approved, including corresponding with developers, engineers and contractors regarding discrepancies/violations discovered during site visits.
- Investigates complaints by inspecting the area and documenting the findings.
- Assist Utility Director in maintaining GIS files and implementation.
NON-ESSENTIAL FUNCTIONS:
- Facility/right of way maintenance including but not limited to: mowing, landscaping and general quality assurance.
- Assists in field investigations.
- Ensures the restoration of existing utilities by verifying repairs were made.
- Utility Locates as a back-up.
- Performs other duties as assigned.
EDUCATION AND QUALIFICATION REQUIREMENTS:
- 3 years of experience or bachelor’s degree preferred
- High school diploma or GED
- Basic computer skills
- Working knowledge of standard construction techniques
- Ability to read and interpret blueprints, plot plans, and maps
- Working knowledge of federal, state, and Town subdivision codes and ordinances
- Ability to obtain and maintain an Indiana Driver's License
- Ability to effectively and tactfully deal with other people
- Ability to communicate well, both verbally and in writing
RESPONSIBILITY:
Incumbent generally works independently using regulations, approved plans, and ordinances as a guide to perform duties. Some judgement is when applying related codes, laws and ordinances to varied situations, but major deviations from normal procedures are directed to the Utility Director, depending on the nature of the deviation. Errors in work are usually discovered by occasional checks, and errors can cause substantial inconvenience to contractors and the public, ad cause a waste of public funds.
WORKING RELATIONSHIPS:
Working relationships are with supervisors, associates in the same department, other Town departments, developers, engineers, contractors, governmental agencies and the general public for the purpose of communicating factual information and ensuring compliance with codes. These relationships may require limited interpretation of policies and development requirements for purposes of carrying out these policies and for coordinating work of the various agencies involved in development approval.
WORKING CONDITIONS AND PHYSICAL DEMANDS:
The majority of work is performed outdoors with exposure to inclement weather. - Use hands and fingers to handle or feel; and reach with hands and arms.
- The employee frequently is required to sit, stand, walk, climb, balance, stoop, kneel, crouch, crawl; and talk and hear. May be to work in awkward positions.
- Caution is when using power tools and performing tasks involving light height.
- The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move greater than 25 pounds.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
- While performing the duties of this job, the employee is regularly exposed to outside weather conditions. Performances of outside work may be in inclement weather.
- The employee is regularly exposed to moving mechanical parts, fumes, and/or airborne particles, toxic and/or caustic chemicals, and risk electrical shock.
- The noise level in the work environment ranges from moderate to loud.
