General Purpose

Use Geographic Information Systems (GIS), AutoCAD, and custom applications to create, collect, compile, configure, transform, and maintain data that serves a variety of purposes.  Generate maps; read and interpret electrical utility asset and connectivity maps to enter, edit, and update spatial and tabular data.  Understand digital land data and manage data entered into a GIS database. Maintain the accuracy of the GIS database(s), technical files and documentation. Develop and maintain operational and procedural documentation. Work as a technical or supervisory lead.

Responsibilities


  • Post map changes as instructed by field-completed drawings and as-builts.

  • Maintain complete records of the Company's distribution electrical assets.

  • Maintain the electrical connectivity network within the GIS applications by ensuring complete network traceability from the substation to the end customer.

  • Work with Dispatch personnel on outage mapping system updates.

  • Deliver accurate and timely resolution to daily production issues by troubleshooting and providing effective and timely solutions.

  • Interpret engineering designs, plans, plat maps and legal descriptions to automate, update, and correct map data; conducts mapping research in the field and office. 

  • Work with design estimators and engineers to resolve design as-built connectivity discrepancies.

  • Complete data conversion, digitizing, spatial data editing, attribute editing, data validation and maintenance of digital infrastructure spatial data and related attribute information,

  • Analyze data and perform QC/QA related activities; engineering standards enforcement, data validation, cartography, check plots, etc.

  • Coordinate with Operations managers, estimators, and service coordinators to resolve data issues.

  • Prepare plans, material lists and drawings for both capital and maintenance work.

  • Prepare as-built drawings for emergency work and designs performed by third parties.

  • Perform queries against drawings to create specialty maps as requested.

  • Provide alternatives and recommendations to internal and external customers.

  • Perform source material acquisition, analysis, documentation and archiving of digital and hardcopy data/maps.

  • Train, monitor, and provide guidance to less experienced GIS Specialists.

  • Develop mapping and cartographic standards.

  • Provide end user software support for field engineers and estimators.

  • Ensure stable applications by assisting in the creation and execution of test plans in the appropriate environment.

  • Deliver accurate and timely resolution to daily production issues by troubleshooting and providing effective and timely solutions.  Perform technical and complex engineering-related assignments.

  • Perform complex internal substation mapping and connectivity.

  • Perform historical research.

  • Resolve internal and external customer issues which may be critical, sensitive, complex, or urgent in nature.

  • Interpret designs, plans, plat maps and legal descriptions to automate, update, and correct map data; conduct mapping research in the field and office. 

  • Work with design estimators and engineers to resolve design as-built connectivity discrepancies.

  • Analyze data and perform QC/QA related activities; data validation, cartography, check plots, etc.

  • Perform regular QA audits on completed work by department staff.

  • Perform queries against drawings to create specialty maps as requested.

  • Provide alternatives and recommendations to internal and external customers.


Requirements


  • Technical certification or equivalent in drafting, GIS, or a related field; or the equivalent combination of education and experience.

  • A minimum of four years of related experience working in a fast paced, high volume production environment using AutoCAD and/or ArcGIS.

  • In the position, if the work activity is primarily as-built construction mapping, then a minimum of 2 years of Schneider Electric ArcFM experience is required.

  • Knowledge of utility engineering specifications and drawings, established drafting and design techniques.

  • Knowledge of current technologies, tools, systems, and vendors.

  • Design skills involving redesign and development of detailed drawings from engineering guidelines.

  • Assessment skills including problem diagnosis and identification of proper methods and techniques to resolve and prevent future problems.

  • Previous utility design experience in poles and wires, and field experience in line construction.

  • Communication and interpersonal skills including the ability to consult and resolve internal and external customer issues.

  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team.

  • Understanding of applicable company policies, practices and procedures.

  • Ability to effectively translate technical jargon into layman’s terms.

  • In-depth knowledge of basic electrical distribution power systems.

  • Thorough knowledge of ArcGIS 10.x, including ArcFM, or equivalent.

  • Aptitude and initiative to understand the inner workings of applications.

  • Ability to stay current with technology and apply training and experience to real world problems.

  • Ability to learn functional work processes of electric utility sufficient to apply functional process understanding to technical system capabilities

  • Experience leading a technical initiative or serving in a project lead capacity


Preferences


  • Bachelor’s degree in Geography, Geographic Information System (GIS), Engineering, or a related field; or the equivalent combination of education and experience.

  • Experience with/understanding of electrical one lines, schematics, panel schedules, etc.

  • Knowledge of outage management systems.

  • Familiarity with AutoCAD AUD and Playback Manager
