Summary

The primary responsibility of this position will be to update the Digital Cadastral Database (i.e. “tax maps”), which will change on a daily basis due to new parcel splits and subdivisions being created. The GIS Specialist will also assist with daily departmental operations and database maintenance. Typical duties included using mapping software, primarily AutoCAD, and some ArcGIS, to map parcels by legal description from deeds, surveys, and plats (metes and bounds description); run application programming interfaces (API) for common tasks, such as, COGO (coordinate geometry), quality assurance checks, and general efficiency enhancements. Uses document management system to check-in and checkout map-tiles for general editing procedures. Additional responsibilities include data formatting, research and error investigation, system troubleshooting, record keeping, and creating custom map products. Will provide general and technical support services, as necessary.

- Salary upon hire is  $26.57 to $28.48 per hour (step 1 through 3) depending upon qualifications. 


Progressive increases are based upon years of service with Skagit County, up to step 8 (top step is $33.83/hr.). The GIS Specialist I is Range 12 of the PROTEC 17 Union salary schedule.


Essential Functions

Gathers and compiles information from various County offices and outside sources for entry into the County geographic information system. Is responsible for the accurate documentation and record keeping of researched information.


Uses independent judgment to read and interpret legal descriptions, surveys, plats, road plans, engineering as-built drawings, and other source documents. 


Enters compiled information into geographic information system using mapping software and application programming interfaces to assist with coordinate geometry, quality assurance checks, and general efficiency enhancements. Ensures that data is accurate and quality assurance standards are met.


Provides daily maintenance of geographic information, including documentation and record keeping. Coordinates data maintenance with GIS staff to ensure that data is synchronized and current. Ensures that information is accurate, and updates are timely.


Provides assistance with customer service such as answering telephones, ordering supplies, inventorying equipment, and front counter support. 


Assist in developing automation plans to support business needs and coordinates map revisions with GIS staff and various County departments (primarily the County Assessor Office).


Uses mapping software, primarily AutoCAD and some ArcGIS Pro, to create custom map products and provides technical assistance as needed.


SUPERVISORY:

This position has no direct supervisory responsibility.



OTHER JOB FUNCTIONS:

Operates peripheral equipment such as engineering calculators and printing devices.


Ability to work in a team environment in accordance with office policies and standards.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying.  A typical path to obtain the required qualifications would be:


One of the following:

  • A two-year technical degree in Geomatics (i.e. surveying and mapping)
  • A two-year technical degree in Civil Engineering 
  • A two or four-year degree in Geography/Geographic Information Systems


Any equivalent combination of education and experience may be substituted which provides the skills, knowledge, and abilities to perform the essential functions of the position.


REQUIRES THE KNOWLEDGE OF:

  • Land Records (i.e. surveys, plats, deeds, engineering plans)
  • Reading/writing Legal Descriptions 
  • PLSS (Public Land Survey System)
  • Coordinate Geometry
  • Autodesk software, ESRI software, Microsoft Office Suite, and database management systems

LICENSES and/or CERTIFICATIONS:

A valid Washington State Driver’s License is required.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
The majority of work is performed in an office environment. Daily focus on computer screens for 2+ hours at a time. Constant to daily precise control of fingers and hand movements. Periodic field trips for meetings or address verification purposes may be required. Requires sitting at a computer terminal for extended periods. Lifting equipment up to 50 pounds. May require work related traveling within Skagit County.
