General Description


Citrus County is seeking a motivated GIS Specialist I to join our dynamic team. Our GIS Division is responsible for developing and maintaining effective geospatial data in our GIS system to increase the efficiency of county departments, agencies, and regional partners in meeting their business needs.

The GIS Specialist I utilizes Geographic Information Systems (GIS) software and programs to create and maintain geographically referenced data, maps and reports. GIS software has the capacity to relate different types of data such as socioeconomic, demographic, administrative or political boundaries, land use, land cover, environmental, infrastructure, and transportation networks. GIS specialists are in charge of the development of electronic and print maps from GIS data, as well as the maintenance and development of the datasets, databases, and reports needed to accomplish specific tasks. The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM.


Essential Functions


  • Creates, organizes, manipulates, and retrieves GIS data for reporting, analysis, and presentation purposes.
  • Conducts research to locate and obtain data for maintenance of existing databases.
  • Compiles geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs, and existing maps.
  • Enters new map data using the principles of cartography including coordinate systems, longitude, latitude, elevation, topography, and map scales.
  • Understands geographic relationships among varying types of data.
  • Prepares metadata and other documentation.
  • Operates GIS system hardware, including plotter, color printer, and data collection devices.
  • Maintains files, data, and maps for integration with documents and web applications.
  • Performs quality assurance of GIS data and associated graphic components.
  • Presents maps and data to users and answers questions about its source and accuracy.
  • Creates new maps using appropriate data, symbology, and labeling.
  • Performs other duties as required.


Minimum Requirements


Education, Training, and Experience

  • High School Diploma or GED equivalent.
  • Associate's degree, vocational technical degree or specialized training or experience that is equivalent to satisfactory completion of two (2) years of college education in related field preferred.
  • Two (2) years direct GIS (ArcGIS Pro, QGIS, Mapbox, or CAD(AutoCAD) experience.
  • Experience with GIS software, especially ESRI ArcGIS applications and AutoCAD, preferred.

Certificates, Licenses, Registration, Skills
  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS); and
    • IS-700.b: An Introduction to the National Incident Management System

Physical Requirements/Work Environment
  • Requires sitting most of the day.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent balancing, and occasional bending, squatting and twisting.
  • The job requires the completion of tasks that involve typing and simple grasping.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
