Salary Range $58,864.00 - $92,081.60

PURPOSE OF EXAMINATION: To establish an employment register to fill future vacancies with the Water Works and Sanitary Sewer Board of the City of Montgomery.

This is professionally skilled and technical office work involving mapping, GIS data entry and maintenance, and geographic information systems (GIS).
The employee in this class performs work involving the creation, production and maintenance of GIS data, GIS software, and other related software. This person is responsible for general administrative and logistical support and special projects involving the digitizing, data coding, verifying, and preparing GIS products and services for distribution.
This classification also supports the Engineering staff and other departments within the Water Works with GIS products and services. This position will coordinate the efficient utilization of GIS products in concert with other water works staff, contractors, vendors, and subcontractors.
Reports to the Chief Engineer.

ESSENTIAL DUTIES AND RESPONSIBILITIES to include the following:
Maintains, edits, and controls quality of Board's GIS geodatabase.
Responsible for digitizing, coding, and verifying accuracy of data.
Evaluates and enters data into GIS database using mathematics, coordinate geometry, and cadastral mapping standards.
Corrects, evaluates, and converts field data for use by other staff.
Codes and assigns attributes to selected sewer and water system components.
Draws easements in GIS from legal descriptions.
Maintains, updates, revises, and produces maps, and verifies display of all water and sewer systems components, cadastral and planimetric information, easement information, and aerial photography.
Provides general administrative and logistical support to Board staff.
Reviews data provided by contractors and subcontractors and applies edits to GIS database.
Provides technical support in preparing GIS products and services.
Assists the Engineering and Maintenance staff in the collection of attribute and location data for new and existing assets or features of the Board's infrastructure.
Maintains asset management software and assists users as needed.
Creates links from assets in GIS to submittal information, record drawings, and any other desired documents.

REQUIREMENTS OF WORK
Knowledge of Geographic Information Systems (GIS) technology, Coordinate geometry (COGO) applications, and related software and applications.
Knowledge of mathematics, including geometry, algebra, and trigonometry, and their application to the field of surveying and drafting.
Knowledge of geography, cartography (mapping) and data collection using high-precision GPS equipment.
Knowledge of ESRI products (ArcMap, ArcGIS Pro, and ArcGIS On-line) and associated facility management applications.
Knowledge of asset management software or ability to learn to use, maintain, and teach others.
Skill in reading, understanding, and using zoning maps, quarter-section maps, plat maps, land use maps, single line maps, and aerial photo maps.
Ability to read and interpret a variety of engineering plans, construction and record drawings, and specifications.
Ability to perform precise data collection, manipulation, plotting, conversion, and application in a digital map environment.
Ability to read and interpret legal descriptions of water and sewer easements and parcels of land from recorded plats, recorded documents, or deeds.
Ability to establish and maintain an effective working relationship with co-workers, supervisors, the public, contractors, subcontractors, and vendors.
Ability to perform other GIS staff tasks as required.

REQUIRED TRAINING AND EXPERIENCE
Bachelor's degree, or will graduate within the next 7 months with a bachelor's degree, from an accredited college or university with major course work in Computer Science, Computer Information Systems, Geography, or other GIS related fields with specific course work in Geographic Information Systems (GIS)
Experience, training, or education in cartography and mapping, surveying and
engineering basics.
Experience, training, or education in GIS concepts and applications.
Experience with GIS databases and software.
Proficient in Microsoft Office (Word, Excel, Access, Power Point.)
Effective organizational, interpersonal, and communication skills.
Valid current driver's license and be insurable by the Board's insurance carrier.

DESIRED TRAINING AND EXPERIENCE
Proficient with ESRI products (ArcMap, ArcGIS Pro, and ArcGIS On-line).
Familiarity with ArcGIS Geometric Networks and exposure to ArcGIS Pro Utility Networks.
Proficient in GIS database editing and maintenance.
Experience or familiarity with public utility construction related to water and sewer infrastructure.
Experience with GIS-related data tools including Survey 123 and Field Maps.
Knowledge and experience maintaining an ESRI enterprise geodatabase in SQL Server.
Knowledge and experience with plotters, digitizers, and scanners.
Proficient with CAD products (AutoCad, related Autodesk engineering modules, or Microstation).
Experience with asset management software.
Geographic Information Systems Professional (GISP) certification.
