Professional work that performs the data input, design, analysis, maintenance, and development of the Geographic Information System (GIS) enterprise geodatabase and related systems. Responsible for the analysis and manipulation of GIS software and systems to ensure the integrity, stability, and availability of data in support of JEA's electric, water, and wastewater businesses.



  • Performs spatial analysis using advanced GIS tools.

  • Creates, manipulates, and edits spatial data from a variety of sources such as CAD drawings, GPS data, as-build drawings, historical maps, and survey notes.

  • Performs technical tasks related to GIS including but not limited to manipulating user configurations, and integrating extensions, macros, and scripts into the user interface.

  • Extracts, compiles, and exports GIS data to other software applications (e.g. JEA Feeder Management System (FMS), Oracle eAM, etc.).

  • Utilizes GIS to support infrastructure planning, modeling, mapping, and statistical, operational, and administrative functions.

  • Creates thematic maps and cartography products using advanced GIS tools.

  • Uses tools to automate system administration scripts and routines.

  • Develops and analyzes business requirements; designs, develops, and tests new GIS data, processes, and applications.

  • Provides technical guidance to GIS team members.

  • Supports internal teams by providing necessary GIS data, maps, records, and analysis.

  • Evaluates and develops scripts to automate data capture, data export, conversion, and maintenance procedures.

  • Performs related technical tasks, such as running circuit and/or hydraulic connectivity traces.

  • Reviews engineering drawings, blueprints, and documents for conformance to JEA standards and policies, as required.

  • Trains others in the use of GIS software and provides technical support as needed.

  • Performs QA, QC, and troubleshooting of GIS software and databases.

  • Participates in evaluating user requests and determining feasibility, resource requirements, and compatibility of new or modified systems.

  • Assists in developing GIS standards and procedures.

  • Operates assigned vehicles.

  • Assists in preparing documented proposals.

  • Participates in assessing future requirements of GIS software and systems.

  • Participates in ongoing training to continuously upgrade technical knowledge and skills.

  • Performs other job-related work as required.


OPEN REQUIREMENTS:
Bachelor's degree in Geographic Information Systems, Geography, Computer Science, or related field and five (5) years' experience in spatial analysis and administration of GIS systems. Experience in a utility environment (Electric, Water, and/or Wastewater) preferred.

Nine (9) year combination of education, training, and/or experience in spatial analysis and administration of GIS systems. Experience in a utility environment (Electric, Water, and/or Wastewater) preferred.


LICENSE/CERTIFICATION/REGISTRATION:



  • A valid driver's license is required prior to employment and must be maintained during employment in this classification.

  • GISP certification preferred.



The full salary range for this position is $75,316.80 - $121,513.60. Salary will vary based on education, experience, skills, and abilities.
