GIS Specialist

The GIS Specialist, under the supervision of the PZ/SWCD Division Director (Interim), is responsible for coordinating the County’s GIS systems.  The incumbent will oversee the data and software specific to GIS, and provide training and consultation to departments, staff, the public and partners to ensure GIS data is accessible and usable.

Maintenance of the County’s GIS Data and Data Structure

• Exercise oversight of the County’s GIS data to ensure accuracy and uniformity.
• Establish standards of data structure and data controls and ensure compliance with standards.
• At the direction of the PZ/SWCD Division Director (Interim), participate on state committees and working groups to assist in establishing statewide data standards and maintaining working knowledge.

Maintenance of the County’s GIS Software

• Purchase the County’s licenses for GIS software, ensure the appropriate licenses are purchased and utilized appropriately.
• Maintain the County’s GIS software, assist with downloading and installing software updates.
• Ensure software compatibility between County GIS software and other software programs, work to streamline data distribution between systems.
• Design and develop GIS tools to ensure ease of use and access for staff, partners and public.
• Maintain the County’s online GIS information portal.

Coordination of the 911 Program

• Coordinate the 911 signing process in accordance with the County’s 911 signage policy including assigning addresses, data gathering and installation of signs.
• Maintain the MSAG layer in the GIS database including fire districts, city boundaries, etc…
• Ensure accurate and timely updates to data in the dispatch center.
• Communicate with townships and other stakeholders to inventory signs and provide accurate billing for services provided.

Training Staff, Partners and the Public to Utilize GIS tools

• Assist departments to identify training needs so departments are able to utilize, input, modify and manipulate GIS data as appropriate and necessary.
• Train staff to assist the public to obtain GIS information.
• Work with other organizations including cities, townships and other partners to train them to utilize, input, modify and manipulate data as appropriate and necessary.

Consulting on GIS Solutions with Departments, Partners and the Public

• Consult with the County’s departments, partners and the public to identify needs, and to ensure ease of access to GIS information.
• As a part of the MIS team, work to streamline the County’s technical efficiency and provide input to solve problems and improve processes throughout the County organization.
• Work strategically to assist the County’s departments to meet their goals.
• Data entry, word- processing, data gathering.
• Installing E911 signing / logging work completed.

• Bachelor's degree with coursework in GIS, land surveying, civil engineering, geography, or related field and considerable experience working with GIS, or equivalent combination of education and experience.
• Must possess and maintain a valid driver’s license. 
• Must pass a criminal background check.

• Ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Ability to train others. 
• Ability to advise and provide interpretation regarding the application of policies, procedures, and standards to specific situations.
• Ability to communicate with County Board, internal committees, all department staff, other County departments, outside governmental agencies, consultants and the public.
   Ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions, and decimals; requires the ability to perform mathematical operations involving algebra, geometry, and statistical analysis.
• Ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principals for developing approaches and techniques to problem resolution. 
• Ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable.
   

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
