Under limited supervision, the GIS manager will perform the independent analysis, design, implementation, modification and upgrade of agency applications for geographic information systems and spatial data for the agency. Emphasis will be placed on SCDES GIS Infrastructure maintenance, security updates, and software updates. 


Job Duties:
  • Implement, maintain and provide technical support for geographic information applications as assigned. Support and streamline spatial data procedures through model builder, ArcServer, and ArcGIS Portal.  Adheres to Information Technology application development standards. 
  • Design, implement and/or modify web, mobile and client/server-based GIS applications for program areas. Provide technical backup to other modules as assigned. Adheres to Information Technology application development standards and security requirements. 
  • Act as technical consultant to customers and work with other technology staff to ensure applications adhere to Information Technology application development standards.  Assist with problem resolution. 
  • Prepare and maintain system documentation for applications supported.  Provide appropriate administrative documentation/project communication. 
  • Other duties as assigned

Minimum and Additional Requirements

A bachelor's degree in geography or a related field and work experience in the development and maintenance of geographic information systems; or an associate degree in geography or a related field and expert-level work experience in the development and maintenance of geographic information systems. 


Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

  • Proficient in utilizing ESRI’s ArcGIS Maps SDK.
  • Proficient in scripting and development languages (Python, HTML, CSS, JQuery and Bootstrap, C#). 
  • Knowledge of SQL Database, ArcGIS Server Administration for ArcGIS Enterprise. 
  • Advanced editing techniques.
  • Knowledge of GIS software standards and capabilities, database design and spatial statistics. 
  • Ability to establish working relationships with management, committee / work team members and customers. 
  • Ability to communicate effectively both orally and in writing.  
  • P107 Drone Pilots License GIS Professional Certification
