Jackson County is simultaneously recruiting for two similar positions within the Assessor’s office. The titles of these recruitments are “Cartographer I” and “Cartographer II.” Please note that we will only fill one of these positions with the best candidate from the qualified applicant pools.

Job Duties and Requirements

I.    Position Summary

Prepares a variety of complex and difficult cadastral maps using both manual and computerized methods; solves complex problems requiring a working knowledge of the subject matter of surveying, mapping, legal descriptions, and legal ownership; coordinates and maintains departmental automated mapping system hardware, software, and database. Performs a full range of duties that require highly specialized knowledge, abilities, skills and experience, with only general direction. 

II.   Examples of Essential Position Duties (The following duties represent some of the principal job duties; however, they are not all-inclusive. Other duties may be required or assigned.)

  • Prepares and updates maps from county records, surveys, legal descriptions and other pertinent records for tax lotting, improvement location, taxing district and other purposes including topographic and cultural features.
  • Creates new computer-generated maps to replace aging mylar maps. Maintains cadastral maps based on boundary changes. Builds maps for plotting; digitizes line work.
  • Gathers legal documents, survey data and related information in preparation for remapping.
  • Interprets traverse precision to distribute error evenly throughout base maps. Interprets legal documents and surveys to determine effect on real property.
  • Evaluates unrecorded plats to assess recordability.
  • Determines proper tax district codes and apply codes to parcels.
  • Produces reliable back ups of cartographic data using the GIS.
  • Manually drafts and applies hand letters to mylar maps; uses a drafting arm to draft lines.
  • Serves as the GIS administrator; instructs other staff in the operation of the system.
  • Documents map layers, metadata, work requests and system administration procedures; writes scripts to improve procedures.
  • Performs geographic data queries using digital map layers.
  • Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices.
  • Develops and maintains effective internal and external working relationships at all levels.
  • Has regular and reliable attendance. Overtime may be required.

III.  Minimum Requirements (Performance of the essential duties of this position includes the following requirements, physical demands and/or working conditions)

Education and Experience

  • High school diploma or equivalent AND two years of college level course work in higher mathematics, forestry, engineering, architecture, automated drafting, surveying or related field AND two years of responsible map drafting experience affording the knowledge to maintain data integrity and backup systems and systems hardware for computerized systems; OR
  • Any combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job.

Knowledge, Skills and Abilities

Requires thorough knowledge of cartographic principles and practices involved in the preparation of cadastral maps; Unix operating systems; tabular data sets; arc information for the creation of assessment maps; computer system back up protocol; network issues, file system organization and arc informational libraries and software; basic real estate law and the public land survey system.   Ability to read, interpret and apply a variety of written manuals, documents, legal descriptions, deeds, appraisal reports, aerial photographs, statutes, surveys and related materials in the performance of assigned duties; design and plan a map project; use arc macro language to maximize use of the arc information program; interpret legal documents; use mathematics to perform calculations used in assigned work including area, distance, bearing, and spiral curves; establish and maintain cooperative working relationships with those contacted in the course of work; follow oral and written instructions; prepare a variety of accurate written materials, maps, legal descriptions, letters, title reports, and related documents; prioritize work and meet established deadlines; use a variety of office machines, drafting tools and supplies in the completion of assigned tasks including Unix work station, plotter, Xerox, calculator, blueprint machine, microfilm/microfiche, drafting arm, Exacto, engineering scale, computers and peripheral equipment; and interpret and explain department policies and procedures as necessary.

Physical Demands (Performance of the essential duties of this position includes the following physical demands)

Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; may require some moderate lifting, bending, reaching, kneeling and some climbing; sufficient hand/eye coordination to perform semi-skilled repetitive movements such as drafting, filing, data entry and/or use of calculators, ten-key adding machines or other office equipment or supplies.

Working Conditions (Performance of the essential duties of this position includes the following working conditions)

Work is generally performed in an office environment and may include exposure to disruptive people.
